This report summarises the outcome of the public consultation for the introduction of waiting restrictions at various locations on the Springfield Estate and Wakemans Hill Avenue/Summit Close/Meadow Way Junction. The scheme has been developed following concerns recieved from local residents regarding safety and accessibility in the area.

 

The Head of Highways and Infrastructure is recommended to proceed with the implemenation of the scheme and the making of the Traffic Management Orders necessary to implement the waiting restrictions in the area.

Overview

The Council has received complaints about vehicles parked at the above locations. The complaints are that parked vehicles cause obstruction, access and visibility difficulties for local residents and vehicles intending to access/exit these locations. This is a problem particularly for the emergency services and refuse collection vehicles. We are proposing for waiting restrictions at various locations on the Springfield Estate and junction of Wakemans Hill Avenue/Summit Close/Meadow Way.

Why We Are Consulting

It is proposed to introduce single and double yellow line restrictions at various locations on the Springfield Estate and junction of Wakemans Hill Avenue/Summit Close/Meadow Way. These are shown in the attached drawings and are described below:-

  1. Springfield Estate Roundabouts New double yellow lines will be introduced on the four roundabouts on the Springfield Estate. This will improve access for emergency services  and refuge collection vehicles.
  2. Kingsbury Road / Mardale Drive Junction – The existing double yellow lines on the northern side of the kerb on Kingsbury Road will be extended to the driveway on both sides. This will improve visibility for vehicle entering Kingsbury Road from Mardale Drive.
  3. Crummock Gardens A new double yellow line is proposed at the end of Crummock Gardens by the access to the open space. This will prevent indiscriminate parking blocking private driveways.
  4. Wakemans Hill Avenue / Summit Close / Meadow Way Junction The existing double yellow lines will be extended by 5 metres on the north western kerb of Wakemans Hill Avenue (uphill).

Springfield Gardens / Springfield Mount – The existing double yellow lines on the eastern side of the kerb will be extended by 7 metres on Springfield Gardens and 5 metres on Springfield Mount. This will allow vehicle to turn in both directions.
