Overview

In relation to the on-going event day traffic management in the area around Wembley Stadium, Brent Council has had to revise its traffic management arrangements accordingly.

In August 2017, the Football Association (FA) announced that Tottenham Hotspur would play all their home games at Wembley whilst their new stadium in northeast London underwent construction. Since this period, we have received numerous complaints from residents regarding the congestion caused by vehicle dropping off pre-event and picking up post event. This brought vehicles into direct contact with the heavy pedestrian flow on Oakington Manor Drive. The presence of these vehicles also impeded the flow of traffic on the Harrow Road.

The closure of Oakington Manor Drive at its junction with the Harrow Road by The Arch Public House is required to deter vehicles entering the area to drop off and pickup pre and post event. The closure will also allow the safe flow of pedestrians along Oakington Manor Drive. The closure will commence 3 hours before kick-off and will remain in place for approximately 60 minutes post event. During these times CSAS accredited marshals will control traffic at the closure point on the Harrow Road. Residential access can be gained via St Michael’s Avenue.

Since November 2018, Brent Council has closed Oakington Manor Drive under an Emergency order made under Section 14(2) of the Road Traffic Regulation Act 1984. The Council propose to include the Oakington Manor Drive scheme within the stadium permanent order made under Section 6 Road Traffic Regulation Act 1984. The closure will only be implemented when required on an event by event basis.

Why We Are Consulting

The Council has received complaints about Taxis, Uber and Mini Cabs parking at the location to drop-off and pick-up on Wembley Event Days. These vehicles cause congestion and obstruct residential access/egress in the area.

The Council has closed Oakington Manor Drive at the junction with the Harrow Road under an emergency traffic order for a number of past events and propose to include this closure in the permanent traffic order for Wembley Events.

The Scheme is proposed as permanent measure on Stadium Event Days, which will:

  • Reduce congestion pre and post event.
  • Reduce noise brought about by vehicles and their customers
  • Improve road safety for all other road users particularly the vulnerable road users and pedestrians.
