Why are we consulting?

  1. The Council already operates a ‘Mandatory Licensing Scheme’ that covers houses in multiple occupation (HMOs) occupied by 5 or more people; a borough-wide ‘Additional licensing’ scheme introduced in 2014 for HMOs occupied by less than 5 people, and two Selective licensing schemes.  The earlier Selective scheme, which was introduced in 2014, covers the electoral wards of Harlesden, Willesden Green and Wembley Central; and the later scheme introduced in 2018 covers the wards of Dudden Hill, Kensal Green, Kilburn, Mapesbury and Queens Park.
     
  2. We are now consulting on proposals to:
    1. Renew the Additional Licensing scheme for all Houses in Multiple Occupation (HMOs) across the borough which expires on 31 December 2019
    2. Renew the Selective Licensing scheme for three wards – Harlesden, Willesden Green and Wembley Central, which expires on 31 December 2019, and to
    3. Extend Selective Licensing to Alperton, Barnhill, Brondesbury Park, Fryent, Northwick Park, Preston, Queensbury, Sudbury, Tokyngton (excluding Wembley Park) and Welsh Harp wards.

 

  1. If the scheme proposals are introduced it would mean that all HMOs in Brent, and also other privately rented properties within the above designation areas would require a licence. The licensing schemes will enable the Council to continue to tackle the problems of poorly managed houses, poor property conditions, anti-social behaviour and deprivation in Brent. 

The consultation is being organised by Brent Council but an Independent company named Opinion Research Services (ORS) will gather the responses on our behalf. We are interested in hearing your views on the proposals.

Start:  10 June, 2019      End: 25, August2019

Who is being consulted?

Target Group:  Anyone likely to be affected by the proposals but notably, Residents, Tenants, Landlords and Managing Agents, Businesses and Neighbouring Boroughs              

Geographic area:  Borough-wide               

Consultation methods: Online questionnaire (paper version available on request), stakeholder forums and face to face interviews.
